As far as I know, this can't really be done.  The packages were really setup for a testing environment with the idea that you would use this with your code as you developed it.  Of course if we built the application with DBMS_PROFILER and DBMS_TRACE in it, we could build a system where you could turn it on and off with something like a menu option and then it would be rather easy to instruct someone to turn it on for a given session.
