Is the time required for the optimizer to select the best plan significant in the execution of (1) simple queries and (2) complex queries?

In the case of when the optimizer makes a rule based transformation no the time isn't significant.  But when making a cost based transformation such as a Star Transformation yes the time can start to add up fast as the query transformer tryes to figure the best way to execute the query.
