When I go through the sessions info, why do different sessions have different optimization settings even though they don't set explicitly?

This was a unique situation. The production environment was an OLTP and used first_rows settings. The development environment had Choose setting which defaults to all_rows.

In any case, whenever you hear a query perform wells in one environment and not in another, it almost always end up being a statistics issue or an optimizer parameter issue.
