How can partitions affect cardinality?

Cardinality is obtained by the optimizer by looking at the predicates in your where clauses. It helps if your paritioning staregy is always one of the first predicates that is specified. If it is not for your frequently data access queries, then your partitioning strategy is probably wrong.
