Both Actually. Although Data Warehouses tend to benefit from histograms because of the analytics involved where data is usually spliced and diced against non-unique columns which are usually skewed and analytics focos on studying the skew.

In OLTP, these columns tend to be status columns indicating if the data is active or not e.g. processed flag on interface tables and open/closed status of key transaction tables.
