Forecasting Memory requirement

Hi,

I am working on forecasting of memory requirement for Oracle database.I am using two memory components (SGA & PGA) for doing the same. But while working on one database server I found that the memory used by this server (SGA + PGA) is about 60%, but the swap utilization was about 80% inspite of having 40% memory free. There is no process running on the server than a single Oracle database

Is there any memory metric I am missing here?
